231. In-building All areas inside a building above the ground level except lifts, but includes areas such as entrance level underground car parks, underground commercial area, and undergrounds rail/bus stations. REG - Q 001
232. Incidental Content A content which is incidental to the supply of an applications service because of
(a) it being related solely to the interface between an applications service and an end user; or
(b) the reasons set out in a Ministerial determination made under section 10.

233. Incidental Network Facility A network facility which is subordinate and ancillary to the primary purpose of a network facility. LEO
234. Incidental Network Service A network service which is subordinate and ancillary to the primary purpose of a network service. LEO
235. Income per Capita This refers to the GDP per capita. ITU (Demographic, Economy)
236. Individual Access The notion that certain services should be reasonably available to individual end users (usually thought of households) in the target area. Traditionally, individual access is achieved (at least in part) by making basic telephony services (usually through fixed line services) available to every household in the target area. More recently, it is argued that collective access should be extended to include internet services. USP (CP)
237. Individual Licence A licence for a specified person to conduct a specified activity and may include conditions to which the conduct of that activity shall be subject. CMA
238. Industry Development Expenditure Any expenditure which is in relation to
(a) capital and operating expenditure incurred in industry research and development activities;
(b) investments in training and training facilities;
(c) procurement from Malaysian SME;
(d) investment in a non-controlling interest in Malaysian SME; and
(e) investment in local broadcasting programme content and expenditure in the procurement and commissioning of local productions, as defined by the Minister, from time to time, for the purposes of these Regulations.

240. Information Intelligence or knowledge capable of being represented in forms suitable for communication, storage or processing.

Infrastructure The related part of Telecommunications system and equipment which includes cellular antenna, Base Transceivers Station/Radio Base Station, Cabin, Air Terminal, Generator, Guyed Mast, Monopole, Mini Tower, Outdoor Equipment. Pole, Roof Mounted Frame, Self Supporting Mast, Tower, microwave, cables, Down Conductor and Ground Electrode. REG - R 002
242. Infrastructure Any telecommunications plant and shall include post, ducts, manholes, relay racks, cable racks, cable ladders, terminal frames, backboards, concrete slabs, riser passage, risers and the like, but does not include a line. REG - T 007
243. Initiator Any persons who or entity which initiates the project for the sharing of the Infrastructure. REG - R 002
244. Installation Time Time taken from signing of agreement at business outlet to the provision of basic services, excluding value added services and cases where customer request for later appointments date. REG - Q 002
245. Instrument Includes a direction, determination or declaration. CMA
246. Inter Network Interconnection between two different Network Operators. REG - Q 002
247. Interactive Transaction Service An electronic transaction which involves end user interaction and where information may be customised according to end user specifications. LEO
248. Intercept The aural or other acquisition of the contents of any communications through the use of any electronic, mechanical, or other equipment, device or apparatus. CMA
249. Interception Capability The capability of any network facilities or network service or applications service to intercept communications under section 265. CMA
250. Interconnected network services Services that are interconnected in a multi service operator environment under the general framework (GFIA). REG - Q 001
251. Interconnecting Operator The network facilities provider and/or network service provider to whom the relevant Interconnection Service is provided and includes a network facilities provider or network service provider who is seeking the relevant Interconnection Service. ALD (CP)
252. Interconnection Service A facility or service (including the physical connection between separate networks) provided by a Network Operator to an Interconnecting Operator which involves or facilitates the carriage of communications between an end user connected to another network (not necessarily the network of the Interconnecting Operator). ALD (CP)
253. Interface A boundary between two systems or between two parts of the same system, defined by the specification of suitable characteristics, usually for the purpose of ensuring format, function, signal and interconnection compatibility at the boundary.

An interface may be defined, for example, at a plug and socket connection, at the aperture of an antenna or between layers of a hierarchical system.

254. Internal Telecommunication Wiring Any telecommunication line, cable, wire, optical fiber, conduits or other physical media required to connect customer's terminal equipment and the network termination unit at the Private Property Line. REG - Q 002

256. International Both Way Telephone Traffic Refers to the total international traffic handled in the country and is equal to the sum of the incoming and outgoing traffic. However, some countries also include transit traffic in this figure. ITU (Fixed Line Traffic)
257. International Convention For The Safety Of Life At Sea The International Convention concluded in London in 1974 concerning safety of life at sea, and includes any subsequent Convention, to which the Government is a party; and if any amendment of the Convention comes into force with respect to Malaysia, references in these Regulations shall, unless the context otherwise requires, be construed as references to the Convention as amended. 258. International Direct Dialing A service which allows normal international calls to be dialed directly (that is, without the assistance of an operator). REG - T 010
259. International Gateway Exchange The switches in the various domestic long distance networks, which interface their networks with international telecommunications networks. ITU (Telephone Network)
260. International Incoming Telephone Traffic Effective (completed) traffic originating outside the country with a destination inside the country. ITU (Fixed Line Traffic)
261. International Number A set of digits to dialed following the international prefix to obtain a subscriber in another country. The international number consists of the country code of the required country followed by the national (significant) number of the called subscriber, which consists of the area code (less any zero), and the subscriber number. 262. International Outgoing Telephone Traffic This covers the effective (completed) traffic originating in a given country to destinations outside that country. Many countries have now shifted to reporting international traffic volumes based on point of billing. This means that the data refers to traffic billed in the country. ITU (Fixed Line Traffic)
263. International Telecommunication Convention The Constitution and Telecommunication Union Convention of the International Telecommunication Union signed in Geneva in 1992 relating to telecommunications and includes any subsequent constitution or convention to which the Government is a party and it extends to any radiocommunications regulations made under the Constitution or Convention; and if any amendment of the Constitution and Convention comes into operation with respect to Malaysia, it shall be construed as the Constitution and the Convention as amended. 265. Internet Access Service An applications service whereby a person is able to access Internet services and applications in conjunction with either a dial-up connection or a direct connection. LR
266. Internet Content Applications Service A content applications service which is delivered by means of the Internet. LEO
267. Internet Cross-connect Equipment The equipment which support the exchange of the Internet traffic across network facilities and network services. LEO

269. Internet Value Added Service Content and application services, which interfaces directly with the end user such as e-mail, newsgroup and web hosting. REG - T 008
270. Inter-Satellite Service A radiocommunications service providing links between artificial earth stations. SR
271. Intra Network Network of one Network Operator. REG - Q 002
272. IP Telephony A public Internet Protocol telephony which is an applications service involving a multi-stage call set-up that involves a circuit switched to a packet switched interface. LR
273. ISDN Integrated Services Digital Network. LR
274. Island Of Reservation Any interface device that is situated within the customer's boundary and maybe connected to the customer equipment, which ownership however shall be retained by the network provider. REG - T 007
275. Isolation between two antennas The attenuation from the connector of one antenna to the connector of the other antenna when the antennas are in their installation positions. REG - R 002
276. ISP The Internet Service Provider as licensed by the Minister. REG - T 008
