REG - T 002 2. 600 Service An information service provided pursuant to a licence issued by the Ministry of Energy, Telecommunications and Posts, such service being accessed by utlising telephone numbers beginning with the prefix "600". REG - T 002 3. A Party The end user from whom the communication is originated. ALD (CP) 4. Access Access to a network facility or network service listed under Chapter 3 of Part VI. CMA 5. Access Code A set of digits, which indicates and allows access to a particular kind of service or network. Access code can be full string number of a relatively short length or a prefix to a particular service. For example, a full string access code number is the emergency number 999 and the access code in the form of a prefix is the 1800 Freephone service. REG - T 010 6. Access Code A voluntary industry code prepared under section 153. CMA 7. Access Device Any card, plate, code, account number, electronic serial number, mobile identification number, personal identification number, or other network service, applications service or content applications service, equipment, or facility identifier, or other means of access that can be used, alone or in conjunction with another access device, for the purposes of any communications. CMA 8. Access Forum A forum designated under section 152. CMA 9. Access List A list of network facilities or network services in respect of which standard access obligation apply. ALD (CP) 10. Access List The list of facilities or services established under Chapter 3 of Part VI. CMA 11. Access Network The subscriber network at the last mile connecting the subscriber to the local switch. REG - Q 002 12. Access Provider A network facilities provider or a network service provider who owns or provides a Facility or Service included in the access list. ALD (CP) 13. Access Seeker A network facilities provider, a network service provider, an application service provider, or a content application service provider who makes a written request for access to a Facility or Service included in the access list. ALD (CP) 14. Act Telecommunications Act,1950 and its amendments and the regulation made under the Act. REG - Q 002 15. Advertisement Matter which draws or is likely to draw the attention of the public, or a segment thereof to a 600 service in a manner calculated to promote directly or indirectly that 600 service. REG - T 002 16. Aeronautical Fixed Station A land-based station that is able to communicate with an aircraft. SR 17. Aeronautical Mobile Earth Station A mobile earth station which is located on board an aircraft or a survival craft, life boat or life craft. SR 18. Aeronautical Mobile Service A mobile service between an aeronautical station and aircraft station, or between aircraft stations in which a survival craft station m ay participate or in which an emergency position indicating radio beacon may also participate on designated distress and emergency frequencies. SR 19. Aeronautical Mobile Station A mobile satellite service in which a mobile earth station is located on board an aircraft or a survival craft, a lifeboat or life craft. SR 20. Aeronautical Mobile-Satellite Service A mobile-satellite service in which a mobile earth station is located on board an aircraft or a survival craft, a life boat or life craft. SR 21. Agreement An agreement, whether formal or informal, oral or written, express or implied. CMA 22. Air Terminal A highly conducting metal mounted on top structure for attracting lightning strikes and surges. REG - R 002 23. Aircraft Any aeroplane, airship, hot air balloon and any other man-made flying machine which is propelled through the air whether by natural or mechanical means and that has radiocommunications equipment installed. SR 24. Aircraft Station A station located on board any aircraft. SR 25. Air-Termination System Part of external lightning protection system (LPS), which is intended to intercept lightning flashes. REG - R 002 26. Allocation The mechanism, by which short codes are assigned for a particular telecommunications service. JTM is the responsible for allocating short codes for this purpose to network operators and service providers. REG - T 010 27. Allocation The mechanism, by which numbers are assigned for a particular purpose, usually a specific geographic area or telecommunication service. JTM is responsible for allocating numbers for this purpose to network or service providers and each network or service provider is responsible for allocating numbers from its allotment to customers. Allocation (of frequency band) Entry in the Table of Frequency Allocations of given frequency band for the purpose of its use by one or more terrestrial or space radio-communication service or the radio astronomy service under specific conditions. Amateur Radio Service A radiocommunications service in which a station is used for the purpose of self-training, intercommunications and technical investigations carried out by amateurs, that is, by duly authorised persons who are interested in radio technique solely with a personal aim and without any pecuniary interest. SR 30. Amateur Satellite Service A radiocommunications service using a space station on earth satellites for the same purposes as those of the amateur radio service. SR 31. Amateur Satellite Station A space station in the amateur satellite service. SR 32. Amateur Station A station in the amateur radio service. SR 33. Amount Spent, In Relation To Imported Products And Services All amounts paid by the licensee or its approved subcontractor to foreign persons taking into account the following: (a) all fees or remuneration costs paid for staff employed or engaged by foreign persons; (b) all licence fees paid for intellectual property rights, if those intellectual property rights are owned by a foreign person; (c) the costs of all products (including components for other products) purchased from foreign persons; (d) all amounts paid to foreign persons such as in transfer pricing or as distribution of profits derived as a result of the supply of the products and services; and (e) such other amounts paid to foreign persons as may be allowed and published by the Commission. LR 34. Annual Population Growth Rate This growth rate is the increase in population size from year to year. ITU (Demographic, Economy) 35. Anti Competitive Behaviour Any express or implied action by the Licensee or a person so authorized by the Licensee, that is deemed to either directly or indirectly disadvantage the other Licensed Operator so as to significantly limit, prejudice, affect or threaten the normal course of their business. TRD 008 36. Any-to-Any Connectivity Is achieved when each end user who is supplied with an applications service that involves communication between end users is able to communicate, by means of that service, with each other end user who is supplied with the same service or a similar service, whether or not the end users are connected to the same network. ALD (CP) 37. Apparatus (a) any transmitter or receiver or a combination of both including any accessory equipment. (b) any other device or equipment which either alone or together with one or more other devices or equipment is capable of interfering with or being subject to interference by electromagnetic radiation. (c) any device which can be used for the purposes of radiocommunications based network facilities, network services or applications services. SR 38. Apparatus Assignment An assignment issued under section 164. CMA 39. Apparatus Assignment Holder A person who is issued with an apparatus assignment under section 164 of the Act. SR 40. Appeal Tribunal The Appeal Tribunal established under Part III. CMA 41. Applicable Annual Licence Fee The standard annual licence fee less the applicable rebates referred to in column 3 of Table B in the First Schedule provided that the applicable annual licence fee shall not be less than 0.15% of the gross turnover of the preceding financial year of the licensee or fifty thousand ringgit, whichever is the greater. LR 42. Applicant A person who applies for an assignment or a variation of an assignment under these regulations, as the case may be. SR 43. Applicant Information Package The applicant information package prepared by the Commission under regulation 8 of the Communications and Multimedia (Spectrum) Regulations 2000. SR 44. Applications Service A service provided by means of, but not solely by means of, one or more network services. CMA 45. Applications Service Provider A person who provides an applications service. CMA 46. Applications Service Provider Class Licensee A person who is registered with the Commission to provide an applications service in accordance with the Act and these Regulations. LR 47. Applications Service Provider Individual Licence An individual licence granted to an applications service provider in accordance with the provisions of the Act and these Regulations. LR 48. Appointed Date The date on which this Act comes into operation. CMA 49. Area Code A set of digit(s) beginning with the trunk prefix ‘0’ which forms the first part of a national number, and which indicates the defined geographic area within Malaysia where the telephone subscriber of Public Switched Telephone Network (PSTN) services associated with the number is located. For example, 03 is the current area code for Kuala Lumpur and Selangor. REG - T 010 50. Armed Forces Has the meaning assigned to it by the Armed Forces Act 1972 (Act 77). SR 51. Arrangement An arrangement, whether formal or informal, oral or written, express or implied. CMA 52. Assignment The assignment by the Commission of rights to use the spectrum, numbers or electronic addresses and may include conditions; A spectrum assignment or an apparatus assignment. CMA SR 53. Assignment (of radio frequency or radio frequency channel) Authorisation given by an administration for a radio station to use a radio frequency or radio frequency channel under specified conditions. REG - R 003 GFWLL 54. Assignment Holder A spectrum assignment holder or an apparatus assignment holder. SR 55. ATM Asynchronous Transfer Mode. LR 56. Audioconference A teleconference in which participants are connected by telephone circuits; the transmission of other signals such as facsimile or telewriting signals may be possible in addition to speech signals. ITU 57. Audiotext Hosting Service An applications service which enables a caller by dialing a 600 short code or such other codes or numbers as may be decided by the Commission from time to time for the purposes of receiving a recorded message or interacting with a programme for the purposes of receiving information. LR 58. Authorised Interception Interception by the licensee of any network facilities, network service or applications service permitted under section 265. CMA 59. Authorised Officer Any public officer or officer appointed by the Commission and authorised in writing by the Minister for the purposes of this Act. CMA 60. Average Annual Exchange Rate per $US Refers to the yearly average of the number of national currency units per one $US. In the case of Malaysia, $RM per $US. Yearly averages are generally calculated as arithmetic averages of monthly rates.
