1. 600 Message Message that includes general information, advice, specialist information, entertainment or any other material of whatever nature, contained in a 600 service.

2. 600 Service An information service provided pursuant to a licence issued by the Ministry of Energy, Telecommunications and Posts, such service being accessed by utlising telephone numbers beginning with the prefix "600".

3. A Party The end user from whom the communication is originated.

5. Access Code A set of digits, which indicates and allows access to a particular kind of service or network. Access code can be full string number of a relatively short length or a prefix to a particular service. For example, a full string access code number is the emergency number 999 and the access code in the form of a prefix is the 1800 Freephone service.

6. Access Code A voluntary industry code prepared under section 153.

Access Device Any card, plate, code, account number, electronic serial number, mobile identification number, personal identification number, or other network service, applications service or content applications service, equipment, or facility identifier, or other means of access that can be used, alone or in conjunction with another access device, for the purposes of any communications.

9. Access List A list of network facilities or network services in respect of which standard access obligation apply.

16. Aeronautical Fixed Station A land-based station that is able to communicate with an aircraft.

17. Aeronautical Mobile Earth Station A mobile earth station which is located on board an aircraft or a survival craft, life boat or life craft.

Aeronautical Mobile Service A mobile service between an aeronautical station and aircraft station, or between aircraft stations in which a survival craft station m ay participate or in which an emergency position indicating radio beacon may also participate on designated distress and emergency frequencies.

19. Aeronautical Mobile Station A mobile satellite service in which a mobile earth station is located on board an aircraft or a survival craft, a lifeboat or life craft.

26. Allocation The mechanism, by which short codes are assigned for a particular telecommunications service. JTM is the responsible for allocating short codes for this purpose to network operators and service providers.

27. Allocation The mechanism, by which numbers are assigned for a particular purpose, usually a specific geographic area or telecommunication service. JTM is responsible for allocating numbers for this purpose to network or service providers and each network or service provider is responsible for allocating numbers from its allotment to customers.

28. Allocation (of frequency band) Entry in the Table of Frequency Allocations of given frequency band for the purpose of its use by one or more terrestrial or space radio-communication service or the radio astronomy service under specific conditions.

29. Amateur Radio Service A radiocommunications service in which a station is used for the purpose of self-training, intercommunications and technical investigations carried out by amateurs, that is, by duly authorised persons who are interested in radio technique solely with a personal aim and without any pecuniary interest.

30. Amateur Satellite Service A radiocommunications service using a space station on earth satellites for the same purposes as those of the amateur radio service.

33. Amount Spent, In Relation To Imported Products And Services All amounts paid by the licensee or its approved subcontractor to foreign persons taking into account the following:
(a) all fees or remuneration costs paid for staff employed or engaged by foreign persons;
(b) all licence fees paid for intellectual property rights, if those intellectual property rights are owned by a foreign person;
(c) the costs of all products (including components for other products) purchased from foreign persons;
(d) all amounts paid to foreign persons such as in transfer pricing or as distribution of profits derived as a result of the supply of the products and services; and
(e) such other amounts paid to foreign persons as may be allowed and published by the Commission.

34. Annual Population Growth Rate This growth rate is the increase in population size from year to year.

35. Anti Competitive Behaviour Any express or implied action by the Licensee or a person so authorized by the Licensee, that is deemed to either directly or indirectly disadvantage the other Licensed Operator so as to significantly limit, prejudice, affect or threaten the normal course of their business.

Any-to-Any Connectivity Is achieved when each end user who is supplied with an applications service that involves communication between end users is able to communicate, by means of that service, with each other end user who is supplied with the same service or a similar service, whether or not the end users are connected to the same network.

39. Apparatus Assignment Holder A person who is issued with an apparatus assignment under section 164 of the Act.

Applicable Annual Licence Fee The standard annual licence fee less the applicable rebates referred to in column 3 of Table B in the First Schedule provided that the applicable annual licence fee shall not be less than 0.15% of the gross turnover of the preceding financial year of the licensee or fifty thousand ringgit, whichever is the greater.

For example, 03 is the current area code for Kuala Lumpur and Selangor.

Audiotext Hosting Service An applications service which enables a caller by dialing a 600 short code or such other codes or numbers as may be decided by the Commission from time to time for the purposes of receiving a recorded message or interacting with a programme for the purposes of receiving information.

60. Average Annual Exchange Rate per $US Refers to the yearly average of the number of national currency units per one $US. In the case of Malaysia, $RM per $US. Yearly averages are generally calculated as arithmetic averages of monthly rates.
