62. Bandwidth The width of a frequency band. SR
63. Bandwidth Service A managed network service which enables the transmission of units of information over a link within a particular unit of time. LR
64. Baseband
1) The frequency band occupied by one signal, or by a number of multiplexed signals intended to be conveyed by a radio transmission system or a line transmission system.

In the case of radiocommunication, the baseband signal constitutes the signal modulating the transmitter.

The following definition proposed by the JCG in IEV Chapter 702, was also found to be acceptable.


2) That frequency band occupied by one signal or by a number of multiplexed signals at specified input and output points of a transmission system.

In the case of a radiocommunication, the baseband is that band which is occupied by the signal modulating the transmitter.
Note 2

When the transmission involves multiple modulation, it is generally considered that the baseband is that band occupied by the signal which is applied to the first modulation stage and not the band occupied by an intermediate modulated signal.

65. Basic Telecommunications Services Voice telephony. GFWLL
66. Basic Telephony Service A service for the purpose of voice telephony which enables an end user using the service to communicate, by means of that service, with other end users who are supplied with the same service (or equivalent service) for the same purpose. More recent is the proposal that basic telephony should include the capability to support internet services. USP (CP)
67. Bidirectional Pertaining to a link where the transfer of users' information is possible simultaneously in both directions between two points.

The transmission channel capacity and signalling rate are not necessarily the same in both directions.

This term should not be used to describe the directions of call set-ups.

68. Billing Complaints Complaints received from customer due to billing errors. REG - Q 002
69. Both-way Pertaining to an operational mode in which the call set-ups occur in both directions.

The amount of traffic flowing is not necessarily the same in both directions.

These terms should not be used to describe the direction of transfer of users' information.
Note 3 - The term "two-way" is sometimes used in English in place of "both-way"; this usage is not recommended.

70. Bottleneck Facilities The control by a single or limited number of operators over an essential facility required to deliver a service. Those who do not have access to it cannot challenge those controlling the bottleneck asset or process. TRD 006
71. Boundary Mark Have the same meaning provided for in the National Land Code 1965, and shall mean to include any survey stone, iron pipe or spike, wooden peg or post, concrete post or pillar or other survey mark. REG - T 007
72. Broadcasting A form of unidirectional telecommunication intended for a large number of users having appropriate receiving facilities, and carried out by means of radio or by cable networks.

In English, it should be assumed that "broadcasting by radio waves" is intended where the word "broadcasting" is used without qualification, unless the context indicates the contrary.

Sound broadcasting or television broadcasting, teletext, the distribution of time signals and navigational warnings, the distribution of news from press agencies.

73. Broadcasting (service) Radiocommunication in which transmissions are intended for direct reception by the general public: these may include sound transmissions, television transmissions and other types of transmission. ITU
74. Broadcasting and Production Studio A facility from which radio or television programmes are regularly broadcast or in which broadcast material is generated for broadcast. LEO
75. Broadcasting Distribution Service A network service that distributes television programmes or radio programmes to persons having equipment appropriate for receiving that network service regardless of the means of distribution but does not include :
(a) a service (including a teletext service) that provides only data or text; or
(b) a service that makes programmes available on demand on a point-to-point basis including a dial-up service.

76. Broadcasting Repeater Station A station that is used for the reception of radiocommunications from a transmitter and for the automatic relay of radiocommunications to receivers. SR
77. Broadcasting Satellite Service A radiocommunications service in which signals transmitted or retransmitted by space stations are intended for direct reception by the general public or a section of the general public. SR
78. Broadcasting Satellite Station A space station in the broadcasting satellite services. SR
79. Broadcasting Service A content applications service in which content is transmitted by means of radiocommunications and intended for direct reception by the general public or a section of the general public. SR
80. Broadcasting Station A fixed station used to provide one or more broadcasting service. SR
81. Broadcasting Transmitter Station A fixed station used to broadcast by transmitting broadcast and ancillary services in a defined spectrum channel. SR
82. Building Have the same meaning provided for in the national land code 1965, and shall mean to include any structure erected on land. REG - T 007
83. Building Owner The actual proprietor of a building, or its agents or its authorized personnel. REG - T 007
84. Busy Period Time duration between 9 am to 12 pm and 2 pm to 5 pm on Monday to Thursday except public holiday. REG - Q 002
