85. Cabin An unahabitate shelter for the purpose of housing the telecommunications equipment which is transportable and for use. REG - R 002
86. Cable A line that is, or is intended to be, connected to a telecommunications network operated by a network provider. REG - T 007
87. Cable Record A record, as updated from time to time, of lines coming in from the telecommunications network to connect to the correct ports of the customer equipment. REG - T 007
88. Cabled Distribution A form of telecommunication for the distribution of television or sound programmes over networks of cables to a number of users.

90. Call attempt (by a user) A single sequence of operations made by a user of a telecommunication network trying to obtain the desired user, terminal or service.

91. Call Communications Communications (including voice and data) from, or to, or involving a number used in the operation of each Network Operator's network and as allocated by the Commission in accordance with the Act. ALD (CP)
92. Call Connection Calls successfully getting through the network. REG - Q 002
93. Caller Any person who dialed the Personal Number (PN) regardless from which network (fixed or mobile) he/she is calling from. REG - T 011
94. Campus Style Owner The owner of a campus style property. REG - T 007
95. Campus Style Property A property with a single document of titled issued to a single proprietor of any and, which parcels of land is not sub-divided. REG - T 007
96. Candidate A person who has applied for an examination for a certificate of proficiency under Part IV. TSR
97. Carrier An oscillation or wave, usually periodic, some characteristic of which is intended to be constrained by modulation to follow the values of a signal or of another oscillation. ITU
98. Carrier (component) In a modulated oscillation or wave, the spectral component having the frequency of the periodical oscillation or wave prior to modulation. ITU
99. Carrier Selection Code Code being assigned to all competing networks providing long distance as well international gateway services. TRD 001
100. Cellular Mobile Access Device An access device to access a radio network in one of the cellular band. SR NICA
101. Cellular Mobile Service A network service where
(a) an end-user can use a network service while moving continuously between places;
(b) the cellular mobile access device used for or in relation to the supply of the network service is not in physical contact with any part of the network facility by means of which the network service is supplied; and
(c) the network service is supplied by use of a network facility that has intercell hand-over functions.

102. Cellular Radio Base Station A fixed station used to provide a network service to subscribers and which is used as the link between any cellular mobile access device and network facilities or between any cellular access device and other cellular mobile access device. SR
103. Certification Program A program, including its processes or procedures, to certify communications equipment or persons. TSR
104. Certified Apparatus An apparatus which has been certified under the Communications and Multimedia (Technical Standards P.U.(A) 124) Regulations 2000. SR
105. Certified True Copy, In Relation To An Assignment A certified true copy of the assignment under regulation 43 of the Communications and Multimedia (Spectrum) Regulations 2000. SR
106. Certified, And Its Cognate Expressions Confirmation that the standards or proficiencies under these Regulations have been complied with NICA. TSR
107. Certifying Agency A certifying agency registered under section 186. CMA
108. Churn The level of disconnects from the fixed line service relative to the total subscriber base of the system. Similarly for cellular phone, internet and other relevant services. ITU (Telephone Network)
109. Citizen Band Communications Device A two way radiocommunications device. NICA
110. Class Assignment An assignment issued under section 169. CMA
111. Class Licence A licence for any or all persons to conduct a specified activity and may include conditions to which the conduct of that activity shall be subject. CMA
112. Closed Number Area The areas designated in the National Numbering Plan (e.g. 03, 04, 081, 082, etc.) TRD 006
113. Coast Station A land station in the maritime mobile service. SR
114. Code A system of rules defining a one-to-one correspondence between information and its representation by characters, symbols or signal elements. ITU
115. Code division A technique whereby orthogonal signals are used to provide distinct transmission channels, for example in multiplexing, switching or multiple access operations; such signals being distinguishable even when they share the same frequency bands and the same time intervals. ITU
116. Code Group A series of
(a) characters consisting of letters, accented letters, punctuation marks or a combination of them; and
(b) figures including the fraction bar or the decimal mark.

117. Collective Access The notion that certain services should be reasonably available to a collective group of target end users. Traditionally, collective access is achieved (at least in part) by establishing a reasonable number of public payphones in the target communities so that basic telephony services are available to these communities. More recently, it is argued that collective access should be extended to include internet services. USP (CP)
118. Commission The Malaysian Communications and Multimedia Commission established under the Malaysian Communications and Multimedia Commission Act 1998. CMA
119 Communication Information transfer according to agreed conventions. ITU
120. Communications Any communication, whether between persons and persons, things and things, or persons and things, in the form of sound, data, text, visual images, signals or any other form or any combination of those forms. CMA
121. Communications Equipment Any network facilities or customer equipment. TSR
122. Communications Market An economic market for a network service, or an applications service, or for goods or services used in conjunction with a network service or an applications service, or for access to facilities used in conjunction with either a network service or an applications service. CMA
123. Community Service A service that provides information, which is of significant community value. Calls to community services are either free or charged. For example, the number for Tenaga Nasional's Call Management Centre is 15454. REG - T 010
124. Conduit Means:
(a) any conduit which, whether or not it is itself an electric line, is maintained by an electricity company for the purpose of enclosing, surrounding or supporting such line, including where such conduit is connected to any box, chamber or other structure (including a building) maintained by an electricity supply company for purposes connected with the conveyance, transmission or distribution of electricity, that box, chamber or structure;
(b) a water main or any other conduit maintained by a water authority for the purpose of conveying water from one place to another;
(c) a public sewer;
(d) a culvert or water course; or
(e) any other underground facility for carrying, enclosing, surrounding or supporting any network facilities

125. Connection A temporary association of transmission channels or telecommunication circuits, switching and other functional units set up to provide for the transfer of information between two or more points in a telecommunication network. ITU
126. Consumer Code A voluntary industry code prepared under Chapter 1 of Part VIII. CMA
127 Consumer Forum A forum designated under section 189. CMA
128. Consumer Price Index (CPI) (1994=100) The CPI is a common measure of inflation. The CPI Malaysia represents the average rate of change in prices of a fixed basket of goods and services which represents the expenditure pattern of all households in Malaysia with 1994 as the base year. 129. Content Any sound, text, still picture, moving picture or other audio-visual representation, tactile representation or any combination of the preceding which is capable of being created, manipulated, stored, retrieved or communicated electronically. CMA
130. Content Applications Service An applications service which provides content. CMA
131. Content Applications Service Provider A person who provides a content applications service. LR
132. Content Applications Service Provider Class Licensee A person who is registered with the Commission to provide a content applications service in accordance with the Act and these Regulations; LR
133. Content Applications Service Provider Individual Licensee An individual licence granted to a content applications service provider in accordance with the provisions of the Act and these Regulations. LR
134. Content Code A voluntary industry code prepared under Chapter 2 of Part IX. CMA
135. Content Forum A forum designated under section 212. CMA
136. Contribution link A link for the transmission of sound or television broadcasting signals to a programme production centre. ITU
137. Conversation (in telecommunication) An exchange of information between terminals. ITU
138. Conversion Plan A conversion plan prepared by the Commission under regulation 7 of the Communications and Multimedia (Spectrum) Regulations 2000 and forms part of the spectrum plan. SR
139. Cordless Telephone A two-way low power customer equipment which provides or can provide a mobile or portable interface to a network service through radio connectivity to a local base station directly connected to a public network service. SEO
140. Country Code A set of digits used in international calls, which indicates the country to which an international call being made. For example, '60' is the country code for Malaysia. REG - T 010
141. Court A court of law of competent jurisdiction. CMA
142. CPP Radio Paging Service Provider A person, firm, body corporate, or an authority that is granted a Licence by the Minister of Energy, Telecommunications and Posts to provide a radio paging system and has entered into a Service Provider's Agreement with the Network Provider of its choice. REG - T 012
143. Current Standards The standards relevant to the subject matter of these Regulations prevailing at the time of the coming into operation of these Regulations. TSR
144. Customer In relation to Network Operator, a person having contractual relationship with the Network Operator for the provision of communications by means, inter alia, of that Network Operator’s Facilities. ALD (CP)
145. Customer Any person or entity including its agent or any authorized entity, who is being supplied telecommunications services by a network provider. REG - T 007
146. Customer Access Service A network service which enables a customer to access an applications service provided over a network. LR
147. Customer Base This refers to the number of subscribers for fixed line, with breakdown according to 'residential' and 'business'. In this case, customers are synonymous to subscribers.

Churn is taken into consideration by recording the net subscribers and the derivation of the net subscribers taking into consideration 'new installation' and 'disconnection' during the period of data collection.

148. Customer Equipment Equipment that is, or intended to be connected to a telecommunications network other than equipment that is used, or intended to be used within the boundaries of such a telecommunications network. REG - T 007
149. Customer Equipment Any equipment, whether hardware or software, or device, used on the customer side of the network boundary. CMA
150. Customer(s) Any person or entity including its agents or any authorized entity or representative, who is being supplied telecommunications services by Network Operators. REG - R 002
