281. LAN A local area network service which is designed to provide facilities for user communication within a defined area or corporate organisation and is on the customer side of the network boundary. LEO
282. Land Area This is the total area Malaysia covers as defined in the Year Book of Statistics Malaysia (by Statistics Department). Total area refers to Peninsular Malaysia, Sabah and Sarawak, and Wilayah Persekutuan Labuan. ITU (Demographic, Economy)
283. Land Mobile Satellite Service A mobile satellite service in which mobile earth stations are located on land. SR
284. Land Mobile Station A mobile station in the mobile service operating on land capable of having surface movement within geographical limits of a country or continent. SR
285. Land Station A station in the fixed service operating on land and not intended to be used while in motion. SR
286. Leased Channel Radio Access Device A device in a mobile service by linking a single radio frequency channel to a person or group of persons. SR
NICA
287. Leased Channel Radio Base Station A fixed station providing leased channel radiocommunications and used as a link between a fixed station and a mobile station and a leased channel radio access device. SR
288. Licence A licence issued under Section 3 of the Act. REG - T 008
289. License A fixed telecommunications network license issued under Section 3 of the Act. REG - Q 002
290. Licensee A person who either holds an individual licence, or undertakes activities which are subject to a class licence, granted under this Act. CMA
291. Lightwave Apparatus Any apparatus requiring optical lenses or optical surfaces for operation. TSR
292. Limited Content Applications Service A content applications service the appeal of which is limited because of
(a) it being targeted to a special interest group;
(b) it being available in a restricted geographical area;
(c) it being available for a short time;
(d) it being based on content of limited appeal; or
(e) the reasons set out in a Ministerial determination made under section 10.

293. Line A wire, cable, optical fibre, wave guide or other medium used or intended for use as a continuous guide for or in connection with carrying telecommunications, but does not include infrastructure. REG - T 007
294. Link A means of telecommunication with specified characteristics between two points.

ITU
295. Local call termination charge Applies when end-to-end retail call is a local call. This will occur even though in practise the call may need to travel to a POI, which is outside the local calling area. This payment category will be used for fixed to fixed calls only. TRD 006
296. Local Multi-Point Communications Service Wireless broadband distribution systems, operating in cellular or other efficient fashion, providing an array of video, data and telephone services directly to residential and business subscribers. These broadband local distribution networks will act as local communications common carriers and will be able to carry basic and advanced communications, multimedia and broadcasting services. LMCS also sometimes referred to LMDS - Local Multi-Point Distribution Service. REG - R 003
297. Local Switch Network Part of the network comprising local switches, the interconnection between local switches, and the connection between the local switch and the trunk switch. REG - Q 002
298. Local Telephone Traffic Local traffic consists of effective (completed) calls exchange within ITU (Fixed Line Traffic) 299. Low Impact Network Facilities The specified network facilities which are determined by the Minister to be low impact network facilities in accordance with subsection 215(4) of the Act. LR
