Party wall A wall forming part of building and used or constructed to be used for separating adjoining buildings belonging to different Owner(s) or occupied or constructed or adapted to be occupied by different persons either constructed over or abutting a common boundary, with full height in accordance with architectural requirements. 372. Peering The establishment of certain set of communication protocols that allows exchange of traffic between two (2) parties. REG - T 008

375. PN (Personal Numbering) Personal Numbering is a service that allows the users to use an assigned PN number to control the delivery of incoming calls to one or more terminating points (fixed or mobile) on the networks of multiple operators. REG - T 011
376. PN Customer Any person or organization that is supplied with a PN number by a licenced PN service/network provider. REG - T 011
377. PN Service Provider A person, firm, body corporate, or an authority which has been issued a Personal Numbering Licence by the Ministry of Energy, Telecommunications and Posts, and has entered into a Service Provider's Agreement with the Network Provider of its choice. This includes Network Provider. REG - T 011
378. Point of Interconnect A circuit administration point, other than a cross connect or an information outlet, that provides capability for routing and re-routing circuits. ITU (Telephone Network)
379. Point of Interconnect (POI) A physical or notional point (or points) between the telecommunications networks of different Networks Operators which constitutes (or constitute) a points (or points) of demarcation between such networks and where communications are to be handed over and conveyed from one telecommunications network to another efficiently and effectively as agreed between the relevant Network Operators, or as determined by the Director General of Telecommunications. 380. Point of Interconnection A point of demarcation between the network of a Network Operator and the network of an Interconnecting Operator (collectively referred to as the 'Interconnecting Networks') and is the point at which communications is transferred between the Interconnecting Networks. 381. Point of Interconnection The points of interface between networks belonging to different operators. TRD 001
382. Point of Presence A point at which an Access Seeker has established itself for the purpose of obtaining access to network facilities or network services and is the point at which communications is transferred between the Access Provider and Access Seeker. ALD (CP)
383. Point-to-area communication, Communication point a zone Communication provided by links between one specified fixed point and any number of nonspecifted points located in a given area.

When point-to-area communication involves unidirectional links from a single fixed point to a number of points, this type of communication is commonly referred to as "broadcasting".

384. Point-to-multipoint communication Communication provided by links between one specified fixed point and a number of specified fixed points. ITU
385. Point-to-point communication Communication provided by a link between two specified fixed points. ITU
386. Pole A pole which is normally 75 millimeters to 200 millimeters in diameter and standing at the height of not more than 9 meters. REG - R 002
387. Population The data for population are mid-year estimates and typically refer to the de facto population within the present boundaries. ITU (Demographic, Economy)
388. Port (of a network) A termination through which signals can enter or leave a network. ITU
389. Post A post, pole, tower, standard, stay, strut or other above-ground facility for carrying, suspending or supporting any network facilities. CMA
390. Post Dialing Delay Time interval between the end of user or terminal equipment dialing and the reception of the appropriate network response. REG - Q 002
391. Prefix A prefix is an indicator consisting of one or more digits that allows the selection of different types of number format (e.g. local national and international) transit networks and/or the service. REG - T 010
392. Premium Rate Service A value added end user service and normally the usage of such service is charged at a premium above the PSTN rate so as to cover the cost of the network provider, the service provider and the information provider. REG - T 010
393. Prescribed Fee The relevant fee as prescribed by the Commission in the First Schedule. TSR
394. Press Receiving Station A station intended for the reception of multidestination press messages. SR
395. Primary distribution link The part of a distribution link from a programme production centre to either a broadcast transmitting centre or the head-end of a cabled distribution networks. ITU
396. Private Network Facility A network facility which is used by an end user on the customer side of the network boundary for the purposes principally or integrally related to the operation of the end user. LEO
397. Private Network Service A network service which is used by an end user on the customer side of the network boundary for the purposes principally or integrally related to the operation of the end user. LEO
398. Private Payphone Service An applications service that is provided in private places that cannot be used for communication (other than a free call or a call made with operator assistance) unless the user, immediately prior to use, makes or arranges to make a payment for that particular call. LR
399. Private Property Line The boundary between Network Operator and the customer's property to determine the termination point for the Network Operator for provisioning of infrastructure, and shall have the similar definition in the National Land Code 1965 of a "boundary mark" which means to include any survey stone, iron pipe or spike, wooden peg or post, concrete post or pillar or other survey mark. 400 Private Property Line The boundary between the network provider and the customer's property to determine the termination point for the network provider for the provisioning of infrastructure, and shall have similar definition in the National Land Code 1965 of a boundary mark which means to include any survey stone, iron pipe or spike, wooden peg or post, concrete post or pillar or other survey mark. 401. Private Use Station A station operating on a specific frequency or frequencies used for private purposes by a person or group of persons or company for communicating with authorised based stations or mobile stations. SR
402. Proficient, And Its Cognate Expressions The relevant person has been confirmed as having the minimum proficiency levels in accordance with the standards. TSR
403 Property Has the same meaning as "land" as defined in the National Land Code 1965, and shall mean to include the surface of the earth and all substances; the earth below the surface and all substances therein; all vegetation and other natural products, whether or not requiring the periodical application of labour to their production, and whether on or below the surfaces; all things attached to the earth or permanently fastened to any thing attached to the earth, whether on or below the surface; and land covered by water. 404. PSTN Public Switched Telephone Network. REG - R 003

405. PSTN Telephony Public Switched Telephone Network which is an applications service involving a public circuit switched voice grade interface for the delivery of voice and data communications. LR
406. Public Payphone Facility A network facility whereby payphone facilities are provided in public places designed to interwork with public switched telephone facilities to which the general public has access. LR
407. Public Payphone Service An applications service that is provided in public places that cannot be used for communication (other than a free call or a call made with operator assistance) unless the user, immediately prior to use, makes or arranges to make a payment for that particular call. LR
408. Public Switched Data Service An applications service for non-voice services that involves circuit switching of data emanating from one specific network facility to another, including ISDN and ATM. LR
409. Public Utility A body that provides to the public
(a) reticulated products or services, such as electricity, gas, water, sewerage or drainage;
(b) telecommunications services;
(c) transport services; or
(d) a product or service of a kind that is similar to a product or service covered by paragraph (a), (b) or (c)
