444. Safety Service Any radiocommunications-based network service whether permanent or temporary, for the safeguarding of human life and/or property. SR
445. Satellite Broadcasting A content applications service distributed by means of satellite. LR
446. Satellite Hub A satellite ground station functioning as a network management facility and/or gateway. LR
447. Secondary distribution link The part of a distribution link from the head-end of a cabled distribution network to the users. ITU
448. Security Device A device specifically utilised for consumer security applications and used to remotely control, interrogate and download information, or detect objects by methods of low power radio emission. SEO
449. Self Supporting Mast A tapered structure which is very narrow unlike a Tower or a base normally less then 3.5 meters x 3.5 meters and designed to erect at space constrained locations normally standing at the height of 25m to 50m. REG - R 002
450. Semi-detached house Have the same meaning as provided for in the uniform building bylaws 1984, and shall mean any building designed to be built as one pair having a party wall as one of its walls. REG - T 007
451. Sending, (in telecommunication) Transmission (deprecated in this sense); The production of a signal at an input port of a transmission line or into a transmission medium. ITU
452. Service Network service and/or other services which facilitate the supply of network services or applications services, including content applications services. ALD (CP)
453. Service coverage Those geographical areas declared, published or notified by the service operator as having available the service to the public. REG - Q 001
454. Service Improvement Plan A plan that sets out how the universal service provider intends to progressively fulfill the universal service obligation in so far as the obligation relates to the universal service area for which the provider has been designated as the universal service provider. USP (CP)
455. Service Number The part of a special service enumber that follows a prefix and which is not capable of providing access to a service if dialed by itself, but only if dialed following the particular prefix, for that service. For example if 1 800 20 2020 is a Freephone number, the service number is the part following the '1800' prefix i.e. '20 2020'. REG - T 010
456. Service Number The part of a special service number that follows a prefix and which is not capable of providing access to a service if dialed by itself, but only if dialed following the particular prefix, for that service. For example 1700 88 1234 is a PN number. REG - T 011
457. Service Provider A company licensed by the Minister of Energy, Telecommunications, and Post to offer LMCS services to the customers making use of the network of the Network Operators. REG - R 003
458. Service Provider A person, firm, corporate body, or an authority which has been issued a licence by the Ministry of Energy, Telecommunications and Posts, and has entered into a Service Provider's Agreement with the Network Provider of its choice. REG - T 002
459. Service Reliability The ability of service to be used whenever needed by the user. REG - Q 002
460. Service Restoration The action taken to restore a fault from the time reported by the customer. REG - Q 002
461. Ship Station A station located on board a vessel, other than a survival craft, which is not permanently moored. SR
462. Shop House Have an expanded definition given to it in the uniform building bylaws 1984, and means any building, or any part of the building designed, adapted or used for business purposes and shall be of four storeys or less, and shall include any building of a light industrial nature, such as factories. 463. Short Code A set of digits, which is confined to 1 series and 99 series ranges of numbers. They are also used for special services where expeditious access by customers is required. REG - T 010
464. Signal A physical phenomenon one or more of whose characteristics may vary to represent information.

The physical phenomenon may be for instance an electromagnetic wave or acoustic wave and the characteristic may be an electric field, a voltage or a sound pressure.

465. Simplex, half duplex (deprecated) Designating or pertaining to a method of operation in which information can be transmitted in either direction, but not simultaneously, between two points. ITU
466. Single Tandem Origination Charge Applies when the A party is within the same Closed Number Area as the POI at which the call is handed over to the equal access carrier selected by the customer (A party). This payment category will only be used for equal access call origination (equal access fixed: long distance and outgoing international). TRD 006
467. Single Tandem Termination Charge Applies when the party B is within the same Closed Number Area as the POI at which the call is presented for termination, unless the local call termination charge applies. This payment category will be used for terminating all calls (fixed to fixed, mobile to fixed, incoming international). TRD 006
468. SME Small and Medium Enterprise. LR
469. Sound broadcasting (service) A broadcasting service limited to sound programmes. ITU
470. Space division A technique whereby a separate individual transmission path is used for each transmission channel for example in multiplexing, switching or multiple access operations. ITU
471. Space Service A radiocommunications service using a space station or any other stations located beyond, or intended to go beyond, or which has been beyond, the major portion of the earth's atmosphere. SR
472. Space Station A station used or intended for use in the space service. SR
473. Special Service A telephone service, which uses telephone numbers other than, the normal PSTN and Mobile numbers, which does not indicate the geographic location of the person or service, being called. Examples of special services include the emergency, Toll Free, Freephone, Personal Numbering, Premium Rate Service and etc. REG - T 010
474. Specialist Information Information or advice involving the professional skill and/or judgment of an appropriately qualified expert or specialist. REG - T 002
475. Spectrum The continuous range of electromagnetic wave frequencies up to and including a frequency of 420 terahertz. CMA
476. Spectrum Assignment The assignment issued under section 159. CMA
477. Spectrum Assignment Holder A person who is issued with a spectrum assignment under section 159 of the Act. SR
478. Spectrum Plan The spectrum plan developed under section 172. CMA
479. Spectrum Unit, In Relation To An Assignment Or Transfer A specified unit of spectrum or spectrum bandwidth. SR
480. Spread Spectrum Device A communications device that employs direct sequence spread spectrum modulation, frequency hopping modulation or both, where such are synchronised to a particular digit sequence to transmit and receive information. NICA
481. Standard Access Obligation Includes the obligation to provide access to network facilities or network services listed in the access list on reasonable terms and conditions. ALD (CP)
482. Standard Annual Licence Fee Is equal to 0.5% of the net turnover. LR
483. Standards The applicable technical standards or proficiency tests including processes and procedures, whether set out in the current standards, mandatory standards, technical codes or Malaysian standards and established for the purpose of ensuring proficiency levels of persons and the safety, non-interference levels, performance levels and interoperability of any communications equipment. 484. Station An apparatus at one location used for conducting the activities associated with the provision of a particular service. SR
485. Still-picture television (SPTV) Television in which the time interval between a displayed picture and the display of either an updated version of the same picture, or a new picture forming part of a sequence, exceeds (generally by an appreciable factor) the usual time interval between pictures.

The question as to whether still-picture television includes certain modes in teletext, broadcast videography (see § II.1.20), is still under study.

487. Sub-roof Vacant or occupied room space with brick wall and permanent structure which constitutes a permanent fixture of a building, normally located on the roof top. REG - R 002
488. Subscriber Distribution Frame (SDF) Distribution frame where the cable from the subscriber's equipment is terminated. REG - Q 002
489. Subscriber's line, subscriber loop A link between equipment in a subscriber's premises and the telecommunication centre providing the required services. ITU
490. Subscription Broadcasting A content applications service whereby programme content is made available to the general public only upon the payment of a subscription fee. LR
491. Supplier Means
(a) a manufacturer or importer of communications equipment; or
(b) an authorised agent of the manufacturer or importer of communications equipment, who holds a compliance certificate under these Regulations

492. Survival Craft Station A mobile station intended solely for survival purposes and located on any vessel or aircraft, lifeboat, life craft or other survival equipment. SR
493. Switching (in telecommunication) The process of temporarily associating functional units, transmission channels or telecommunication circuits for the purpose of providing a desired telecommunication facility. ITU
494. System of Universal Service Provision A system to promote the widespread availability and usage of network services and/or applications services throughout Malaysia by encouraging the installation of network facilities and the provision for network services and/or applications services in underserved areas or underserved groups within the community. USP (CP)
