551. Universal Service A series of targets for the availability and penetration of services which are consistent with the government's goals for the sector, and these targets are set differently for rural and urban areas. TRD 006
552. Universal Service Obligation The obligation to ensure that the universal service objectives in respect of an area are eventually fulfilled. USP (CP)
553. Universal Service Obligations An obligation on a particular licensed network operator to ensure that basic telecommunications services and such other services as determined by the Director General are available and reasonably accessible to all people in Malaysia wherever they reside at prices that do not reflect the cost of provision. GFWLL
554. Universal Service Plan A plan for achieving widespread collective access in a universal service area or a plan for achieving widespread individual access in a universal service area. USP (CP)
555. Universal Service Provider A provider designated as universal service provider in respect of an area by the Commission and having the responsibility to take all reasonable steps to fulfill the universal obligation so far as it relates to that area. USP (CP)
556. Universal Service Provision Fund A fund established under section 204 of the Act. USP (CP)
557. User An individual or organization that is registered with an ISP and which is allowed to access the Internet Service. REG - T 008
558. Utility Company Any company that supplies utilities such as electricity, gas and water. REG - R 002
