The International Mobile Telecommunications 2000 (IMT - 2000) System in Malaysia

The Standardization Working Group 6 (WG6) on IMT-2000 developed the Malaysian Standard on IMT-2000 for Terrestrial component. The standard was based on International Telecommunication Union (ITU) Recommendation based on 3GPP specifications (Release 1999).

3GPP is the 3rd Generation Partnership Project, which, comprises of regional standardization Organizational Partners such as ARIB, ETSI, T1, TTA, TTC and CWTS. 3GPP have developed Technical Specifications for the 3rd Generation Mobile System based on the evolved GSM core networks and the Universal Terrestrial Radio Access Network (UTRAN).

The Malaysian Standard covers all detail specifications of IMT-2000 terrestrial components such as core network, radio access network, terminals and service aspects according to 3GPP specifications.

Licensees subject to the Malaysia Standard are all the holders of:

1. Network Facilities Provider (NFP)
2. Network Service Provider (NSP)
3. Application Service Provider (ASP)
4. Content Application Service Provider (CASP)


The mandatory standard of IMT 2000 terrestrial component is set out as below:

1. IMT-2000 Code Division Multiple Access Direct Spread
2. IMT-2000 CDMA Time Division Duplex
3. 3GPP Documents Series Titles and its Description

The Working Group 7 (WG&) is responsible to develop the mandatory standard on Digital Terrestrial Television Broadcast (DTTB), which, is partly adopted from ETSI DVB Specification, and standards.

The main objective of the document developed is as specific standards to be used for the transmission of Digital Terrestrial Television Broadcast in Malaysia. This standard will dictate the specifications for the manufacture and construction of all electronic devices/equipment's, which relates to the transmission and reception of all Terrestrial TV and Terrestrial TV related signal in this country.


Public Enquiry Report on Determination of IMT-2000

The Minister directed the Commission on 11 December 2001 to determine the standards on IMT-2000 terrestrial component.

According to the Minister's direction, the mandatory standard for IMT-2000 terrestrial component should be based on IMT-2000 Code Division Multiple Access Direct Spread and IMT 2000 Code Division Multiple Access Time Division Duplex.

The specifications of the mandatory standards, should also be referred to 3GPP documents from 1 series, 3 series, 4 series, 5 series, 8 series and 21 series until 35 series.

The Commission embarked on a public enquiry on 2 May 2002 and released a
Public Enquiry Paper on the Proposal for the Determination of Mandatory Standards for IMT-2000 as part of the enquiry process. The paper contained:

a. A preface
b. The proposed IMT-2000 framework and
c. Questions forwarded for commenting purposes

The deadline for submissions was 12 noon, 15 June 2002. At the close of enquiry the Commission had received eleven submissions, which carried detailed comments.

This Report captures the conclusions above and makes reference to the Commission's proposed IMT-2000 standard in the following manner:
 

Section 1 : Introduction.
Section 2 : Sets out the legal context for a determination by the Commission of a mandatory standard on IMT-2000 under the Communications and Multimedia Act 1998.
Section 3 : Provides the background on the mobile communications standards in Malaysia.
Section 4 : Sets out the IMT-2000 system and standards available.
Section 5 : Sets out the proposal and study of Working Group 6 (WG6).
Section 6 : Sets out the public inquiry process for the report.
Section 7 : Details out the findings of the public response for the Malaysian on IMT-2000.
Section 8 : Highlights the way forward.
