What We Do
Spectrum Consultative Group

For important discussion concerning the regulation and application of Spectrum, Standards and Numbering and Electronic Addressing technology, Technical Working Groups are created to bring together the best minds in the country to provide input on specific issues. These groups consist of experts from the private sectors, military, public sectors, non-governmental organization (NGO) and also the academia.

Issues to be discussed are usually agreed earlier in an international meeting. In these meetings, discussion or working groups are proposed and created in member countries to discuss issues. The members for these working groups will then be invited in the respective countries and each member is expected to contribute to the discussion, usually in the form of a report.

The reports from all the members are then compiled and presented in the national committee before being discussed at the international level.


National Preparatory Working Group 2007 (NPWG-07) in preparation for the World Radiocommunication Conference 2007 (WRC-2007)

Introduction

The World Radiocommunication Conference (WRC) is the International Forum where Member States come together to revise an international treaty - the Radio Regulations, which contain not only allocations to over 40 radiocommunication services but also provide the technical, operational and regulatory conditions for the use of the radio frequency spectrum and satellite orbits. It is held every two to three years with the purpose of reaching consensus on changes in the Regulations.

The changes to the ITU Radio Regulations will result in changes and/or updates to the national spectrum plan and possible changes to our policy and regulatory matters.

- In order to strike a balance between the often imperative need to get agreement so that businesses do not miss out on market opportunities without sacrificing national interests, a comprehensive working process need to be planned, regularly improvised and diligently implemented and executed hence the setting up of the NPWG-07

 - Based on the success of previous NPWG-03, the open and transparent manner of the WRC preparation in NPWG, where industry is directly participating in the Working Parties is seen to be very constructive. It allows a full dialogue and ensures the development of strong national positions and our presentation at APG (Asia Pacific Telecommunity Working Group for WRC) and the WRC itself.


OBJECTIVE AND SCOPE OF ACTIVITIES OF NPWG-07

-Objectives: To provide to the Ministry of Energy, Water and Communication (hereinafter referred to as MEW&C) advice, technical support, and recommended proposals for the 2007 World Radiocommunication Conference (hereinafter referred to as WRC-2007).

- Scope of Activity : All steps necessary to assemble information to provide advise, technical analyses, and specific recommended proposals on matters relating to the 2007 World Radiocommunication Conference and future related conferences.

NPWG-2007 is a closed / by invitation only committee, expected to meet every quarterly (four times per annum). The committee reports to WRC Malaysia chaired by the Secretary General of Ministry of Energy, Water and Communication (MEW&C).
