Asian Telecommunications Regulator' Council (ATRC) Workshop on Anti-SPAM Strategies

ANTI-SPAM STRATEGIES- THE WAY FORWARD FOR ATRC
3-5 MAY 2005
CYBERJAYA, MALAYSIA


At the last ASEAN Telecommunications Regulators’ Council (ATRC) meeting in Vientiane, Laos in July 2004, the ATRC agreed to the setting up of a Working Group (WG) to work on anti-spam measures, led by the Malaysian Communications and Multimedia Commission (MCMC).

In furtherance to this, Malaysia through the MCMC organized a workshop for ATRC members from 3-5 th May 2005, at MCMC’s headquarters in Cyberjaya, Malaysia with the theme “Anti-Spam Strategies – The Way Forward for ATRC.”

The objective of the workshop was three fold:-

To do a stock take of where the ATRC is on anti-spam measures implemented in their economies;

To build capacity among ATRC members by sharing experiences and expertise; and

-
To raise the level of cooperation amongst ATRC members in moving forward in the fight against spam.

The workshop had a total of 96 participants with 81 being local participants comprising of IASPs, government agencies, higher learning institutions, banking sector etc.

The rest were international participants from Singapore, Brunei, Thailand and Indonesia, from their respective information and communication agencies. Representatives from the ITU (who participated via recorded video), the Federal Trade Commission (FTC) of United States of America, the Organization for Economic Cooperation and Development (OECD), the Australian Communications Authority (ACA), the Australian Department of Communications, IT & Arts (DCITA), the Ministry of Internal Affairs & Communications of Japan (MIC) and Microsoft also participated in the workshop.

A total of 18 papers were presented during the two day workshop and the presentation covered from the basics of what is spam to approaches to be taken to curb it including legislative measures.
 
On 5 th of May 2005 a closed meeting was held between the ATRC members comprising of regulators from Malaysia, Singapore, Brunei and Indonesia to discuss the proposed cooperation on information and network security and anti-Spam measures.

The ATRC will convene in Penang, Malaysia in August 2005 to discuss and finalize the proposed cooperation activities on information and network security and anti spam measures.
