
INTRODUCTION
Malaysian Communications and Multimedia Commission is the regulator for postal services in Malaysia. The Commission took over this function from the Postal Department on 1st November 2001.
ROLES AND RESPONSIBILITIES
The Postal Services Act 1991 seeks the Commission to ensure the high quality conveyance of Postal articles and to protect the interest of users of postal services.
The followings are key functions of the Commission concerning the provision of postal services in Malaysia:
1. To exercise regulatory functions in respect of the postal services provided by the licensee including the determination of performance standards and standards of facilities and services and the enforcement thereof
2. To ensure that the terms and conditions stated in a license are complied with
3. To promote competition in providing for postal services
4. To promote the interest of users of postal services supplied by licensees in respect of:
a) The prices to be charged
b) The continuity of postal services
c) The quality of the postal services provided
5.To secure that all reasonable demands for postal services are satisfied
6.To promote and encourage the expansion of postal services with a view to the economic development of Malaysia
7.To regulate the fixing of the rates of postage and other fees or sums to be charged in respect of postal articles sent under the Act
8.To regulate the fees and commissions on postal financial services.
9.To regulate the performance of postal financial services on behalf of government and non-government agencies
10.To regulate the issuance of postage stamps including definitive, commemorative and special issues of postage stamps and any other philatelic items
