The Communications and Multimedia Act 1998
establishes a framework to promote the effectiveness of technical regulation by facilitating the technical interoperability of networks, to promote the efficient allocation of resources, and to promote the safety, security and integrity of network services and applications services.

The Act contains provisions on the following:

Assignment (Sections
157 to 178 of the Communications and Multimedia Act 1998)

The Act provides for three types of assignments, namely, spectrum assignments, apparatus assignments and class assignments, but allows the Minister and the Commission flexibility in the administration of different types of assignments for different purposes.

Numbering and electronic addressing (Sections 179 to 181 of the Communications and Multimedia Act 1998)

The Act requires the Malaysian Communications and Multimedia Commission to develop a numbering and electronic addressing plan setting out rules about matters relating to the use, transfer, assignment and portability of numbers and electronic addresses.

Technical standards (Sections 182 to 186 of the Communications and Multimedia Act 1998)

Under the Communications and Multimedia Act 1998 it is an offence to use any technical equipment or systems which hinder network interoperability or compromise public safety. The Communications and Multimedia Act 1998 allows the Malaysian Communications and Multimedia Commission designate one or more industry Forum and register certifying agencies or classes of certifying agencies.

Technical Specifications for Telecommunication Equipment

The Technical Specifications are for the testing and certification of communication equipments used or sold in Malaysia. These Technical Specifications have come into effect on 16 April 2008.The Jabatan Telekom Malaysia’s (JTM) specifications on RPS (radio performance specifications)TPS(telephony performance specifications) issued prior to section 275 of the Communications and Multimedia Act 1998 (CMA 1998) is now revoked.
