(1) No application for a spectrum assignment shall be submitted to the Commission unless an invitation has been issued by the Commission in accordance with regulation 8. 

 

(2) If an invitation has been extended to a person, the application for a spectrum assignment shall be made in compliance with the procedures set out in the applicant information package and accompanied by an application fee as prescribed in the Second Schedule.
