(1) If the suspension or cancellation of a spectrum assignment under regulation 12 has taken effect, the Commission shall, as soon as practicable, cause the suspension or cancellation notice to be published in at least one national language and one English language national daily newspaper for at least three consecutive days.  

(2) Any delay or failure to publish the suspension or cancellation notice under subregulation (1) shall not affect the validity of the suspension or cancellation of the spectrum assignment.
