Registration of Certifying Agency

Regulation 5(1) of the Communications and Multimedia (Technical Standards) Regulations 2000 (“TSR”) makes it mandatory for a person to be registered with the Commission as a Certifying Agency (“CA”) before they can operate as a CA for the purposes of certifying compliance with the standards or proficiencies required.
 
Categories of Registration

A certifying agency registered by the Commission under section 186 of the Act and regulation 7 of TSR shall be as follows:
 
a. categories of communications equipment
i.  electrical safety; 
ii. electromagnetic immunity and compatibility; 
iii. network interoperability; 
iv. wireless;
v. lightwave apparatus; or
vi. cabling and accessories. 
 
b. categories of designated skill areas (proficiencies)
Radio
i.   radio operator – General Operator's Certificate (GOC); 
ii.  radio operator – Restricted Operator's Certificate (ROC); or
iii. radio operator – Amateur Radio Operator's Certificate (Class A, B and C). 
 
Non-radio
i.  cabling provider – copper pair for customer's premises (installation, jointing, testing and maintenance); 
ii.  cabling provider – fiber optic for customer's premises (installation, jointing, testing and maintenance); 
iii. cabling provider – cabling network design for customer's premises; 
iv. cabling provider – copper pair for network (aerial and underground installation, jointing, testing and maintenance); 
v. cabling provider – fiber optic for network (aerial and underground installation, jointing, testing and maintenance); or
vi. cabling provider – cabling network design for network.
 

Certifying Agency Requirements

Any applicant who wishes to register as a CA shall fulfil the requirements under Part II: Certifying Agency (regulations 5 to 13) of the TSR.
 
Fees
Particulars Fee (RM)
Registration fee per category per year for categories of communications equipment 2,000.00
Registration fee per category per year for categories of designated skill areas 2,000.00
Registration fee for subsequent applications made within 18 months of the previous application 1,000.00
Annual renewal of registration per category (Maximum term for renewal is 5 Years) 2,000.00
Processing Fee (for new application) per application 2,000.00
Issuance/reissuance of certificate of registration    N/A

Duration and Renewal of Registration

The maximum period for the registration of a CA for a particular category of registration shall be five years or such lesser period as the Commission deems fit (normally 1 year).

Certifying Agency Application
 
Any person who wishes to register as a new CA or apply for renewal is required to submit the online application via Technical Standards System (TSS).

Before submitting the online application, please:
  1. Ensure to read and understand the conditions outlined in the “Categories of Registration” and “Certifying Agency Requirements” section;
  2. Read through the User Manual for TSS ;and
  3. Prepare and upload all required and relevant supporting documents in the online application.
