What alternative action does Access Seekers have if the Access Agreement could not be concluded before 30 April 2004 due to non compliance with the MSA and unreasonable terms?

As sufficient time has been given to conclude the Access Agreement, the MCMC is of the opinion that all negotiations should be concluded by 30 April 2004 and thus, would not require further extension of time.
