Who should sign the Access Agreement : Should separate Access Agreements be signed with separate entities from the same Group?

Yes.  As defined in the MSA, an Access Agreement is an agreement entered into between Operators whereby the Access Provider provides access to an Access Seeker in accordance with the terms contained in such agreement and which shall be registered with the MCMC in accordance with the CMA.
