Are Access Providers obliged to provide all forms of Access to Network Elements?

Currently there are four forms of Access to Network Elements in the Access List. Access Providers are required to provide Bitstream with and without Network Service on written request effective from 1 July 2005. Date of implementation of the other 

three forms will be notified by the MCMC at a later date.
