5G Test Bed Call for Collaboration

5G TEST BED:  CALL FOR COLLABORATION

Introduction
Mobile communications have become closely integrated in everyone’s daily life. With the evolution of mobile technology towards the fifth generation or 5G, it is targeted to support emerging new use cases such as applications requiring very high data rate, supports high number of connected devices and ultra-low latency with high reliability.

This next generation of mobile communications, also termed as International Mobile Telecommunications 2020 (“IMT-2020”) by the International Telecommunication Union, is expected to provide:
  • greater capacity for wireless networks;
  • greater reliability;
  • extremely fast data speeds; and
  • enabling innovative new services across different industry sectors.
 
At international level, more spectrum will be identified for use by 5G by end of 2019 while the specifications of 5G radio interfaces is targeted to be completed by 2020. Many countries around the world have conducted trials to understand the characteristics of 5G technology, including the use of spectrum in higher bands, coexistence with existing services, as well as use cases of 5G.

In Malaysia, YB Minister of Communications and Multimedia Malaysia has made an announcement in October 2018 on 5G test bed in Putrajaya and Cyberjaya from November 2018 until 31 October 2019. The aim is to explore the practical uses and modes of implementation of 5G as well as to learn and iron out policies, regulations and spectrum planning of 5G.

In line with YB Minister’s announcement, MCMC has established 5G Test Bed Working Group to coordinate 5G trials in Putrajaya and Cyberjaya from November 2018 until 31 October 2019.
 
Invitation
MCMC invites eligible persons (licensees, equipment vendors, Institutions of Higher Learning, researchers, start-up companies, technology partners and local authorities) to collaborate in conducting trials and demonstrations of 5G use cases in Putrajaya and Cyberjaya.

Figure 1 provides some descriptions on the benefits and examples on this call for collaboration approach.


 
The scope of the trials and demonstrations of 5G shall include one of the three usage scenarios for IMT and beyond as defined by the Recommendation ITU-R M.2083 for 5G technology. Please refer to Annex I for more information on the three usage scenarios. List of spectrum bands that may be used for the purpose of trials and demonstrations of 5G are provided in Annex II.
 
Duration
The trials and/or demonstrations of 5G shall be conducted upon approval from MCMC and shall end on 31 October 2019.
 
Important Dates
There will be two categories of trials and demonstrations of 5G activities in Putrajaya and Cyberjaya i.e. 5G field trials and 5G showcases.

a. 5G Showcase

MCMC will facilitate in allocating appropriate spaces in Cyberjaya and Putrajaya for the applicants to demonstrate its use cases and has planned two 5G showcases in 2019. Interested applicants wishing to participate in the showcase may submit their proposal within the period mentioned below:

  b. 5G Field Trials

Applicants may submit their proposal at any time to carry out field trials in Putrajaya and Cyberjaya no later than 30 June 2019.
 
 
Submission of proposal
Interested parties are invited to submit their proposal to MCMC by completing the form provided in Annex III and email to [email protected] together with the necessary documents as mentioned in the form. Applicants shall indicate their preference either to carry out 5G field trial and/or to participate in 5G showcases.

All proposals shall be subjected to the approval by MCMC. Applicant may be requested to provide presentation to MCMC with regard to the proposal.  Applicant will be notified if the proposal is approved.

For application involving the use of licensed frequencies, upon approval of proposal, applicants are required to submit complete application for Apparatus Assignment (“AA”) and subject to payment of AA fees as stipulated in the Communications and Multimedia (Spectrum) Regulations 2000.
