Commission Finding Ways To Regulate "Spam"

The Malaysian Communications and Multimedia Commission is finding ways to regulate electronic junk mails, popularly known as "spam." The commission said it had released a discussion paper entitled "Regulation Unsolicited Commercial Messages" in an effort to put into place an action plan that adopts a comprehensive approach in addressing problems posed by spam. The commission said the paper contained findings of a study on spam, including the need to define what is spam, problems posed by spam and the ability to identify possible offenders. It wants to see participation from all parties such as consumers, service providers and the Consumer and Content Forums in dealing with the spam issue, the commission said in a statement Thursday. It said although Section 3 (3) of the Communications and Multimedia Act 1998 states that the Internet was not censored, the commission as the regulator of networked services and activities, was responsible for the industry's positive development. "The issue of spam is being debated everywhere and regulators are looking for ways to combat spam. Here in Malaysia, while the problem is not severe, the commission feels steps ought to be taken before it gets out of hand," it said. As such, it said the introduction of the discussion paper was to put in place appropriate regulatory mechanisms to ensure that spam was dealt with effectively. The commission invites the public to give comments and feedback on the discussion paper which can be accessed from the commission's website www.mcmc.gov.my by Sept 3, 2003.
