The legal framework in regulating online safety comprises of the principal Act itself i.e. Online Safety Act 2025 [Act 866] (“ONSA”), which is refined and complemented by the subsidiary legislations made pursuant to the said Act.

The ONSA also provides for the issuance of statutory instruments such as the directions and written instructions by the Commission, which are imperative to operationalize the Act.

Parties that are subject to the ONSA are relevant applications service providers (“ASP”), content applications service providers (“CASP”) and network service providers (“NSP”) that are licensed under the Communications and Multimedia Act 1998 [Act 588] (“CMA 1998”).
