An Act to enhance and promote online safety in Malaysia by regulating harmful content and providing for duties and obligations of the relevant ASPs, CASPs and NSPs that are licensed under the CMA 1998, and to provide for related matters.

Relevant subsidiary legislations developed under ONSA for the implementation, enforcement and operational execution of the said Act.

Effective 1 January 2026, Social Media and Internet Messaging Service Providers are deemed to be registered and hold an ASP class licence. The following instruments have been issued under the CMA 1998 in respect of the same:

In essence, the duties and obligations imposed under the ONSA are applicable to the relevant ASPs, CASPs and NSPs that are licensed under the CMA 1998.

Under the licensing framework of the CMA 1998, social media and internet messaging service providers with 8 million users and above in Malaysia (“Social Media and Internet Messaging Service Providers”) are required to be registered and hold an ASP class licence. The following subsidiary legislations under the CMA 1998 have been amended to put the same into effect:
