Individual Licence Application
A individual who wishes to provide facilities and/or a service which requires an individual licence will have to submit the following to the Malaysian Communications and Multimedia Commission:
The Malaysian Communications and Multimedia Commission shall complete processing the application and make a recommendation to the Minister within 60 days of receipt of all relevant information from the applicant. If the Minister agrees with the recommendation of the Malaysian Communications and Multimedia Commission, the Minister will grant and individual licence to the applicant.
Fee Structure
For an Individual Licence the applicable licence fees are as follows:
- Application Fee - RM10,000.00 (non refundable)
- Approval Fee - RM50,000.00
- Annual Fee: 0.5% of Gross Turnover or RM100,000 per licence, whichever is higher.

Rebates
The Communication and Multimedia (Licensing) Regulations 2000 provides rebates on applicable annual fees for holders of individual licences. To obtain rebates on the annual fees payable, the individual licensee must have incurred expenses on items related to industry development.

Individual Licensee who wishes to apply for rebates on annual fees payable will have to submit the following to the Malaysian Communications and Multimedia Commission:
- A duly completed Application Form For Rebates;

Class Licence Registration
A person who wishes to provide facilities and/or services that are subject to a class licence will have to submit the following to the Malaysian Communications and Multimedia Commission:
The Malaysian Communications and Multimedia Commission shall endorse the Form D and return the duplicate to the class licensee as soon as possibly able. The endorsed Form D shall than be treated as evidence of registration by the Malaysian Communications and Multimedia Commission.
Registration of a class licence is valid for one calendar year only. Prior to the expiry of the same, the class licensee must submit a fresh application to the Malaysian Communications and Multimedia Commission together with the relevant fees and documents.
Ministerial Guidelines
The Ministerial Guidelines on Class Licence for Network Facilities and the Ministerial Guidelines on Class Licence for Network Services were issued in accordance with Regulation 28 and Regulation 29 of the Communications and Multimedia (Licensing) Regulations 2000, to explain the criteria for registration under a network facilities provider class licence and network services provider class licence.
Fees Structure
For registration under a Class Licence a fee of RM2,500.00 is payable for a One-year registration.
