National Preparatory Working Group for WRC-23 (NPWG-23)

The NPWG-23 is established in 2021 and is headed by the Chief Regulatory Officer and are divided into five (5) working groups. The NPWG-23 working group structure is as follows:

Public Consultation on Proposed Malaysia’s Positions for WRC-23 Agenda Items
 
MCMC conducted a Public Consultation on the proposed positions for WRC-23 agenda items from 17 July 2023 until 16 August 2023 to ensure view of all spectrum users including those who did not manage to join the discussion done by the NPWG-23 are considered prior to finalising Malaysia’s position. The Public Consultation was published in MCMC’s website for 30 days for the public to submit their inputs.
 
During the designated timeframe, the Public Consultation garnered responses from the public and various industry players including mobile network operators, satellite operators, equipment/application providers and other organisations, resulting in 26 written submissions.

Outcome of WRC-23 Agenda Items
 
WRC-23 was held from 20 November to 15 December 2023 in Dubai, United Arab Emirates (UAE) and was chaired by Mr. Mohammed Al Ramsi, Deputy Director General (Telecommunications Sector) of the Telecommunications and Digital Government Regulatory Authority (TDRA) of the UAE. The meeting was attended by 3,900 delegates from 163 Member States including 88 ministerial-level participants as well as sector members, international and regional organisations. Malaysia was represented by 32 delegates from the Ministry of Communications (KK), Malaysian Communications and Multimedia Commission (MCMC) as well as mobile and satellite operators.

WRC-23 addressed over 33 agenda items and concluded with agreements reached between Member States of the ITU. The outcome of the WRC-23 is reflected in the Final Acts of WRC-23.
