No Blockage Of Access To Websites By ISP - MCMC

KUALA LUMPUR, May 3 (Bernama) -- There is no blockage of access being implemented by Internet Service Providers (ISP) as alleged by certain quarters, according to the Malaysian Communications and Multimedia Commission (MCMC).

Instead, MCMC check found that the problems experienced by many in accessing certain websites allegedly blocked by the ISP were due to the increase in the number of visitors to the 13th general election-related websites over the past few days.

"Initial investigation found that there is no blockage of access being implemented by the ISP as alleged by certain quarters.

"So far, we only received one official complaint from Umno Online portal which claims that visitors are having trouble accessing the website," MCMC strategic communications chief Sheikh Raffie Abd Rahman said in a statement here today.

He said the MCMC was viewing seriously the allegation because if the ISP implemented the blockage not according to the law, they could face legal action under the Communication and Multimedia Act 1998.

"There are several possibilities that could affect the quality of the Internet service, such as network routing and capacity restriction due to the increase in the number of visitors to the websites.

"There is also a possibility that the websites are under the Distributed Denial of Service (DDOS) attack. The reason for this problem is hard to be ascertained without conducting a comprehensive network audit," Sheikh Raffie explained.

He said the MCMC would also like to advice all quarters not to jump into conclusion about what caused the Internet connection problem and that the ISP had also been advised to improve their network security level to prevent further service disruption.
