Kumpulan Kerja Persediaan Kebangsaan bagi Persidangan Radio Komunikasi Sedunia (NPWG)

Introduction

The World Radiocommunication Conference (WRC) is a treaty-level forum held every three to four years by the International Telecommunication Union (ITU). The objectives of WRC are to review and revise the ITU Radio Regulations (RR), which is an international treaty governing the use of radio-frequency spectrum, geostationary satellite orbits and non-geostationary satellite orbits.

Changes to the RR will result in changes and updates to Malaysia’s Spectrum Plan and possible changes to policies, technical, operational and regulatory matters that may affect allocations to 41 radiocommunication services defined in the RR for the use of radio spectrum and satellite orbits.

In taking an active role and ensuring effective preparation for each WRC cycle, the Malaysian Communications and Multimedia Commission (MCMC) established the National Preparatory Working Group (NPWG). The NPWG is an open forum, comprising members from various sectors of the industry including, but not limited to, the Ministry of Communications, broadcasters, telecommunication service providers, amateur radio operators, equipment manufacturers, academicians, researchers as well as spectrum users from the government agencies. This group is responsible for carrying out the relevant preparatory works towards WRC.
 
The key role of the NPWG is to develop Malaysia’s views and positions on WRC agenda items through consultation with spectrum users such as government agencies, industry players, academia and equipment manufacturers taking into consideration the impact to existing services while fostering industry development in Malaysia.
