LICENSING REGIME IN MALAYSIA

Regulatory Regime in Malaysia

C&M Industry – SKMM Regulator Role

The C&M industry licensing regime is based

on the Communications and Multimedia Act

1998 (CMA) and its subsidiary legislations.

The SKMM executes the CMA and

implements the accompanying legislations,

and is both a regulator as well as an

industry developer.

As a result of SKMM and industry

stakeholder efforts, there is the facilitation

of a conducive C&M market environment

for further growth to be charted. The

details of the instruments and core area

emphasis are shown in Figure 3.1.

Licensing In 2009

The licenses issued by SKMM are categorised under individual or class for the various C&M

economic market segments of network facilities provider (NFP), network services providers

(NSP), content application service providers (CASP) and the applications service providers

(ASP). Noteworthy is that the individual licenses have a validity period of up to ten years while

class licenses issued are renewable annually.
