Terrestrial services include but are not limited to, broadcasting, fixed, mobile, land mobile, aeronautical mobile, maritime mobile, radionavigation and radiolocation services. Use of frequencies by stations at common border areas of Brunei, Indonesia, Singapore and Thailand require coordination.
Bilateral or multi-lateral coordination is aimed for interference-free operation of existing and planned systems of the administrations. Four (4) committees are established to address matters on spectrum management at common border areas, namely:
i.Frequency Assignment Committee of Singapore, Malaysia and Brunei Darussalam (FACSMAB);
ii.Joint Technical Committee on Coordination and Assignment of Frequencies along Malaysia – Thailand Common Border (JTC);
iii.Joint Committee on Communications between the Republic of Indonesia and Malaysia (JCC); and
iv.Trilateral Coordination Meeting between the Republic of Indonesia, Malaysia and Singapore.
Any station operating at common border areas which require apparatus assignment needs to be coordinated with the respective neighbouring countries, prior to bringing into use of the station.
Spectrum and orbital positions are valuable and scarce resources. It needs to be managed and planned for efficient use of, as well as for avoidance of harmful interference between satellite networks.
The International Telecommunication Union (ITU) administers the procedures and provisions that have been set out in the ITU Radio Regulations (RR) on efficient use of spectrum and orbits by the ITU Member States.
In order for satellite network filings (Advance Publication Information, Coordination Request and Notification) to receive due regulatory protection under the ITU RR, the satellite network filings must be registered into the ITU Master International Frequency Register (MIFR). Application of Malaysian satellite network filings to the ITU shall be done through MCMC who is the notifying administration for Malaysia recognized by ITU.
