Introduction
The World Radiocommunication Conference (WRC) is a treaty-level forum held every three to four years by the International Telecommunication Union (ITU). The objectives of WRC are to review and revise the ITU Radio Regulations (RR), which is an international treaty governing use of:
- radio-frequency spectrum
- geostationary-satellite orbits
- non-geostationary-satellite orbits
Changes to RR will result in changes and/or updates to Malaysia’s spectrum plan and possible changes to policies, technical, operational and regulatory matters that may affect allocations to over 40 radiocommunication services for use of radio frequency spectrum and satellite orbits.
Key role of National Preparatory Working Group for the World Radiocommunication Conference or NPWG is to develop Malaysia’s position on WRC agenda items. Membership of NPWG includes representatives from the industry, government agencies and other spectrum users. For the next WRC which is WRC-19, NPWG-19 working group structure is as follows:
